In the 911 attack two policemen were trapped under the rubble. They had phones but all the lines were tied up. One officer calls his sister in California and tells her to call Pennsylvania PEMA knowing they could help his situation. A worker at PEMA (Middletown graduate) takes and connects to appropriate agency and the policemen get rescued. After seeing the destruction in Oklahoma a solution hit me. Blow a whistle. If everyone just had a whistle they could blow it and they would get rescued a lot sooner and maybe, even, save a life. In that area people have tornado cellars which they are looking for and hard to find because of all the debris.
