Middletown man charged with raping child, making her watch animated pornography

Middletown police have arrested a borough man and charged him with raping a child about three years ago.

Chihshing Kong, 40, of the first block of Mill Street, was arraigned before District Judge David Judy on July 30 and charged with rape of a child, unlawful contact with minor-sexual offenses, corruption of minors, indecent assault of a person younger than 13 years old, and disseminating explicit sexual materials to a minor, among other charges.

The offenses are all felonies. Bail was set at $25,000 unsecured. Kong is scheduled for an Aug. 19 preliminary hearing before Judy.

The alleged offenses occurred at Kong’s residence in Middletown between Sept. 2, 2015 and Aug. 11, 2016, according to an affidavit of probable cause submitted by borough police to Judy.

The girl was 6 or 7 years old at the time, according to the affidavit.

The case was referred to Middletown police by Dauphin County Protective Services for Children and Youth on June 11.

Investigators then conducted a forensic interview of the girl in Harrisburg, during which time she provided details of the alleged sexual assault by Kong, according to the affidavit.

The girl during the interview also told investigators that Kong had forced her to watch animated pornography on Kong’s computer, according to the affidavit.
